He was born on June 04 1979 in Masis region of Armenian SSR.
In the years of 2001- 2004 became the full- time post graduate student of the Department State Regulation of the Economy of Azerbaijan State University of Economics.
He is the author of more than 15 scientific articles on Legal Regulation of International Economic Relations and in general on Regulation of Economy, 3 curricula on major disciplines and the training facility Economic Law.
Within 2003-2006 served as a teaching staff of the Department State Regulation of the Economy of Azerbaijan State University of Economics.
Has been serving as a senior teaching staff of the Department Economic Law since 2006.
In 2010-2014 was a research fellow of the Department Socio- economic Development Problems of Regions of the Scientific- Research Institute of Economic Studies performing under Azerbaijan State University of Economics.
He served as a Deputy Dean of the Faculty Economics and Industry through October of 2014 to April of 2016.
He is a Director of Distance, Part-time and Supplementary Education Center since April 2016.
